Suffolk County Council - Health Visiting Services
Health Visiting services were operating across large and geographically varied populations with significant differences in deprivation, complexity, travel and demand. Existing workforce planning approaches relied heavily on caseloads and historic staffing structures, providing limited visibility of actual workload, workforce utilisation and service variation.
Benson developed a full operational workforce model linking population need, pathways, staffing, travel, interventions and clinical allocation into one standardised framework. The programme analysed workforce distribution, workload intensity, pathway activity and locality variation across Health Visiting services, whilst modelling multiple transformation and cost-saving scenarios to test alternative workforce and delivery approaches.
The organisation moved from static caseload-based planning toward a measurable operational model capable of supporting workforce redesign, financial planning and long-term service sustainability across Health Visiting services.
